🌞 TEXAS BACKUP POWER PROGRAM (TBPP) — FAQ

For Homes. For Businesses. For Real Power.

— So Texas is paying you to stop relying on it. 


The TBPP is a $1.8 billion state program created by the 89th Legislature to fund behind-the-meter backup power systems at critical community facilities — like hospitals, fire stations, water plants, shelters, and grocery stores. 

It’s not for everyone. But if you run a facility that keeps Texas running during outages? They’ll pay you to install solar + batteries + gas backup — for free.
💡 No loans. No repayment. Just grants. Funded by the Texas Energy Fund. Administered by the PUCT.


Only entities operating essential infrastructure:

✅ Hospitals & clinics
✅ Nursing homes & assisted living
✅ Police/fire stations & emergency call centers
✅ Water/wastewater treatment plants
✅ Grocery stores & food distribution hubs
✅ Schools & municipal buildings
✅ Homeless & storm shelters 

Not eligible: Private homes, individual businesses without public service roles, or new power plants selling electricity to the grid.

✅ But if you own a clinic, farm co-op, or small business that serves the public — you might qualify.

Not directly.
TBPP is for critical public facilities only.

But here’s the twist:

Energy Management is the process of monitoring, controlling, and conserving energy in a building or facility. It involves using technology and data analysis to identify areas where energy can be saved and implementing customized solutions to achieve energy efficiency.


Energy Management is important because it helps businesses reduce their energy costs, improve their sustainability, and reduce their carbon footprint. By implementing energy-efficient solutions, businesses can also improve their bottom line and enhance their reputation as environmentally responsible.


PPM ECO offers a range of Energy Management services, including energy audits, energy monitoring and reporting, energy-efficient lighting and HVAC solutions, and renewable energy options such as solar and wind power.


The 30% federal residential solar tax credit (IRS Form 25D) — the largest financial incentive available to homeowners who own their solar + battery system.
After this date, you’ll lose $9,000–$25,000 in savings on a typical PPM ECO Kit.

💡 It’s not being phased out — it’s disappearing entirely for owned systems.


Yes — and it must be generating power.
Per IRS guidance (August 2025), eligibility requires: 

  • ✅ System installed
  • ✅ Connected to your home’s electrical panel 
  • ✅ Generating electricity before midnight, Dec 31, 2025

⚠️ Interconnection approval from your utility can take weeks — don’t wait until December to start. 


Leases and PPAs are unaffected — but you won’t get the credit.
The leasing company claims the 48E credit (available until 2027) and passes savings to you as lower monthly payments.
But if you want true ownership, full control, and the maximum long-term value — buy now.
